Procedures for self-consumption photovoltaic installations

Are you interested in a self-consumption photovoltaic installation?

We tell you about the procedures to follow in the case of a self-consumption installation of less than 100 kW.

The first step is to size your installation based on your needs. The ideal is to study the electricity bills for at least one year to check consumption habits.

  • Depending on the size of the installation, the available budget, and consumption habits, it would be convenient to determine if you want to include batteries in the system.
  • Photovoltaic installations can be divided into 3 types:
  1. Installations without surplus: Installation connected to the network, which has an anti-spill mechanism that prevents the injection of surplus energy into the transmission or distribution network.
  2. Installations with surplus: Installation connected to the network supplies energy for self-consumption and injects extra power into the transmission and distribution networks. As agreed with the electricity supplier, these types of installations can benefit from surplus compensation.
  3. Isolated installations: There is no physical capacity for an electrical connection with the transmission or distribution network, either directly or indirectly through its own or third-party facilities.

Installation Design

  • Installations with P≤10 kW: Technical design report carried out by a competent technician
  • Installations with P>10 kW: Technical project

 

Once the facility's size has been defined and its type, the administrative process would begin.

Guarantee deposit:
Installation without surplus

  • It is not necessary to present a guarantee deposit

Installation with surplus

  • Installations of P≤15 kW in urbanized areas are exempt
  • Installations of P≤10 kW in non-urbanized areas are exempt

For installations with P>15 kW in urbanized areas and P>10 kW in non-urbanized areas, the guarantee is €40/kW.
Isolated installations

  • It is not necessary to present a guarantee deposit

Request for access and connection point:
In some instances, it is necessary to request the access point and connection to the electricity distributor as established in article 4 of RD 1699/2011, November 18.

Installation with surplus

  • Installations of P≤15 kW in urbanized areas are exempt
  • Installations of P>15 kW in urbanized areas must request it
  • Installations in non-urbanized areas must request it

Isolated installations

  • It is not necessary

Building permit:
In Andalusia, photovoltaic installations are exempt from building permits. However, it is necessary to present a Responsible Statement and pay the relevant fees. In some municipalities, there are bonuses in these rates and in the payment of the IBI once the installation has been carried out. It is necessary to consult the City Council about the application of bonuses and the amount of the fees.

Environmental and public utility authorizations:
For installations on non-urban land, it is necessary to check if any environmental regulations apply at the time of installation.

Execution of the installation:
Once all these procedures have been carried out and have obtained a positive response or applied the required modifications.

Initial inspection by OCA:
Installations with power exceeding 25 kW must pass an initial inspection by OCA. If the power is lower, this procedure is not necessary.

Legalization in the competent administration in industry and energy:

  • In Low-Voltage installations of up to 100 kW with a Low-Voltage supply, registration as a generation installation in the PUES application will suffice.
  • For isolated installations with P≤10 kW, the processing will be done through TECI.

Technical access contract:
Installation without surplus

  • It is not necessary

Installation with surplus

  • Installations of P≤15 kW, in urbanized areas, it is only necessary to present the appropriate project to the electricity distribution company, for those parts that affect the coupling conditions and security of the electricity supply.
  • Installations of P>15 kW , must sign a technical access contract.
  • Installations in non-urbanized areas must must also sign a technical access contract.

  • RD 244/2019 establishes the simplified compensation mechanism between the deficits of consumers and the surpluses of their associated production facilities.
